The S metadata generation unit 204 generates S metadata from the TV program information stored in the RVDB 300 and the reference color list. The C metadata generation unit 102 of the user terminal 1 generates C metadata from each piece of information constituting each captured image and the reference color list. The validity determination unit 206 determines whether or not the user can check in based on the acquired C metadata, the S metadata extracted by the CMDB 500, and the detailed program information managed by the program information management unit 205.
